There's a lot of opportunities in both the tech and pharmaceutical industry to work on vaccine development. And because there's no sort of existing market that pharma companies can count on, they don't necessarily buy vaccines that are only going to be useful in a crisis. A lot of the work happens in governments or is funded by governments. DARPA and IRPA both think a lot about biosecurity and about risks from emerging diseases. The NIH specifically works on trying to help medical countermeasures that would be useful in outbreaks get from the very early stage research into development.
