Is There a Will to Change the Law?
The Memphis Police Department created a culture of impunity that this unit created. It's very hard to sue the police either individually or even just sue the city that they're part of and lifting that qualified immunity rule is one of the things in the George Floyd Act in Congress that has not passed. And then I think you have this question of where the police come from, whether they see themselves as basically hostile to a lot of the people they're policing.
