People like Locke who are advocating mixed government or constitutional monarchy are denounced as people who are leading us towards anarchy because they're challenging the orthodoxes. Later anarchists would pick up the point about godliness in terms of saying it's godliness and the idea that we have to subordinate ourselves to some higher authority which lies at the root of the problem.
