The thought reform campaign was aimed primarily at the urban intellectuals in order to enforce conformity to the new regime. The two campaigns together took several hundred thousand more lives, the great majority by suicide. If you're part of these classes of people, again what we could in communist parlance define as the bourgeoisie, then your thinking had to be corrected. For many, the psychological pressure became unbearable.
