Whips are the MPs responsible for party discipline. You would go to them if you had an issue and it was their job to keep MPs in line. The trouble is whips have another role too and that's to make sure MPs vote along party lines. To do this of course they're long rumoured to store complaints and gossip in the fabled form of a little black book. Here's Michael Dobbs author of House of Cards speaking to Alva about the whips a couple of seasons ago. He said: "I don't want to go back to a bad old day system where the whips are the disorders of this"
