The CIA and Mongoose

The CIA was technically disallowed from operating on US soil, so here it is, illegally transporting arms and explosives all over Florida. The joint chiefs came up with a contingency plan called Operation Northwoods that proposed fabricating aggression from Cuba in order to justify a military invasion of the island. There were plans of developing a terror campaign and blaming it on Cuba.
