Cochran: We have in fact succeeded in restraining a technological arms race before. If we hadn't put things like the non-proliferation treaty in place, there would be many, many more nuclear powers than there are today. So I don't think we should simply assume that history tells us to let the technology rip because not everything is identical to the printing press.
