The Evils of Secret Diplomacy
The second Moroccan crisis or the Agadir crisis is a classic example of the evils of secret diplomacy. Macmillan says, in fact, it's the open diplomacy which gave Europe six months of crisis and another major war scare. And it was secret diplomacy that brought it to its end. The two main players were two professional diplomats. Jürd Kombont was the French ambassador to Germany from 1907 or 1908 to 1914. His brother Alfred von Kiderland-Vachter,. appointed foreign minister in 1910 by the new German Chancellor, Theobald von Bethmann-Hollweg. So we've got a whole bunch of new players here.
