The Tail Wagging Wagging the Dog?

Small groups that can save up all their voice credits to do something that the rest of the population isn't into, i suppose that's compensated for everyone else. They pay for those externalities, and they actually pay disproportionately,. So that minority group actually has less over all influence, but just gets an influence on the one issue they care about. I mean, as a general matter, i think all the ideas will be talking about to day are things that i want to become part of everyday practices before they're ever blessed by a state.
