The First Laws Against Sexual Assault
The first laws against sexual assault were directed to men's interests or reflected men's interests. Of the 455 between 1930 and 1967 405 of them were black men which was disproportionately high compared to the population. Davis suggests that this might explain why at its conception the anti sexual assault movement did not have the same response as white women do. There was fear among black women that more enforcement of law laws would disproportionately target black men.
