The Importance of Order in Aquinas' Definition of Law
Natural law is one of four kinds of law that Aquinas distinguished from one another. He later refers to punishment as an act of law, but it's not part of his essential definition with those four characteristics. In both these things, Thomas' account of law is very different from modern positivistic definitions of law.
