Gloria Borger: PG&E and e-corporation had deep roots going back to the Gilded Age. She says it was built over 10, 20 years starting at the end of the 19th century. The two companies merged in 1930; transmission line that started campfire was part of a competing network. Borger: Over the course of 100 years, any company is going to kind of lose track of its oldest infrastructure.
