Is There a Shadow Fleet of Old Tankers?

Many of the old tankers are moving without with their transponders, switched off. So they are doing some strange things in order to hide from any observers. It does raise the question if you've got a bunch of old tankers that are more prone to accidents happening whether or not these tankers will actually have insurance. More state insurers are popping up in Russia, maybe in China and India and other markets too.
