On Liberty was first published in 1859. It's strongest arguments are against the tendency to a majority set of opinions, tyranny of public opinion. Mill made exaggerated claims for the intellectual influence that Harriet Taylor had on him. The essence of his liberalism was born before she became a very serious intellectual collaborator.
