The most important sentence in the GPT4 technical report is the, it's quite a short one, certain capabilities remain hard to predict. The fact that even open AI for all the smooth curves that they can plot, can't really predict on any given task, that definitely creates a lot of unpredictability as you said. So let's get back later to what we might do to encourage things to be more understandable from the start.
