The advice was basically that women need to maintain the financial wherewithal to get out of bad situations and end, you know, domestic viol or relationships that have gone bad. Link: It's not presuming an apocalyptic event or a natural disaster, right? Just like the very idea of so-called main line preppers would talk about shit hits the fan. There are plenty of posts that fit that definition ranging from tips on how to live without refrigeration to doing laundry without a washing machine.
