I think in the global south and Pakistan being an exception is largely a consumer of knowledge passed down from the global north, if you will. The historically capital intensive, infrastructure intensive approaches that have been taken towards development are unlikely to be very useful in a climate change present. A compact multifunctional walkable city that helps adjust to greater heat stress is also a low carbon emitting city. Equally with floodplains when one is talking about restoration of wetlands it automatically mitigates effect of riverine flooding.
