There are around a million foreign students in the US and many thousands of foreign faculty. These are huge numbers that are potential recruits for both sides. A revolving door kind of in this country between academia and government so today's assistant secretary of state is tomorrow's professor. They're much more accessible at a university than they would be in a government or in a business, he says.
