Sally Kohn: Silicon Valley Bank was bailed out by the FDIC, which is paid for by depositors. She says it's not a free lunch; somebody somewhere is paying for it. The bank can't meet obligations of those customers who want to withdraw their money because they're doing a bank run, she says. Kohn: Dodd-Frank said that no single entity anymore can bail out any one company or institution.
