There is a problem there because, you know, how do you judge the performance of this class and who do you then give the access to become this class? And that's how it worked out eventually in the US where you, like you said, they have taken over and pretty much run the government. In some sense, it was always the case in the UK, you always believed the same set of people from same colleges, same schools, anywhere. I don't remember the last UK prime minister who didn't come from Oxford or Cambridge.
