Soledad O'Brien: In my view, the primary policy should typically be no policy. And I want to give some really interesting examples that destroy the idea that self-sorting is about race. A tiny difference in preference or in prerequisites for success can lead to an enormous difference in outcome. Even if you took non-African-American communities, you took Asian communities, they're highly organized and highly sorted.
