Is There a Need for Substitutional Authority in a Catholic University?

The university in the light of natural reason should eventually be under essential authority to my mind right. but the conductor is still there to provide an organizing function it's so there's a coordination among various agents directed towards a single good that they can't do on their own and so there's there still has to be an agent that's responsible authoritatively for certain decisions.
