Are We Trying to Create More Chip Plants?

There are probably more jobs in the construction of the facility than there are in the ongoing production. It's not clear to me what the factories that are being built via the chips act, what they're going to produce. Right now, you've got people simultaneously predicting in the industry shortages and oversupply.
