The public became more wary of not only the intelligence agencies, but also Congress and virtually every other institutional center in America. At the same time, those institutions claimed more unaccountable power for themselves. So it's both happened at the same time where the public became more skeptical and that skepticism was then translated or not as a term, read as extremism by these agencies.
