The TR Amendment and the ATF
The 2003 TR Amendment isn't the only way the ATF has been kept from doing its job, not by a long shot. The amendment makes gun trace data inadmissible in any and all civil cases. It prevents ATF from saying almost anything about illegal firearms traffickers or the channels they're using to traffic. So, then, how do guns get into Chicago?
