I Don't Get It. Is It a 'Silly Move'?

I think it's a stupid thing to do. What japan needs is increased birth rates, and drinking more is sontiing t make people produce more children, right? So, ye i, i don't get it. It reminds me of what the chinese do from time to time. The chinese government has millions members,. in millions of employees at various levels in Japan. This campaign with the japanese government kind of reminds me of that. I think they're telling youngsters to do something that's not good for them.
