I've actually been involved in setting up a two-year master's program at Albrecht University in Muscles Kintle physiotherapy and there we it was a very conscious decision to include modules focusing on manual therapy skills. We can't really reliably identify small movements in the spine or wherever but there are still some very useful parts of applying and using such assessment techniques which relate then to how touching and moving passively can directly be input into the how the sensitivity of the nervous system is.
