Do the Romans go in and put their own administrative bureaucratic does in place or do they adjust the local practices? It kind of depends on which aspect you're looking at. As a Roman province, Roman law is paramount. The emperor or the prefect becomes the person of a final appeal. So we do see Roman laws coming into play.
