Economists know that 60% of what explains cross-country income differences is explained by productivity. Productivity is essentially everything that we can't measure that still explains the income of a country or a firm or a person. So then these poses a big challenge, because it could be technologies,. It could be knowledge, it could be know-how and many other things. But they're really difficult to transfer across countries.
