Amelia Colombo: The pillars of US Africa policy have been pretty consistent since the 60s. She says that as important as Africa is to U.S. national security interests, it tends to rank rather low when placed in larger pantheon of potential partners. That's something that may change as the US looks to advance green energy and again, the resources that Congo may provide to that effort.
