Is the Premier League Really Trying to Punish Manchester City?

The sheer weight of accusations is suggestive of the Premier League really having a desire to punish Manchester City here. The reporting suggests that they're not going to strip titles away. But what they will do is either dock points or enforce like even relegation on a forward looking basis on city should they win their case. So why exactly now is this have these charges been leveled is a very interesting question. I don't have any good answers.
