Radio Broadcast Regulation in the 1920s
In the 1920s, basically anybody could broadcast on any part of the spectrum at any level of power. It was this total free-for-all. And it was sort of almost like a category area that because it is true that we need to license it out and make sure that there's one person in one place at one time. That turns into, well, there's a limited number of spectrum spaces and there's more demand so we need to be fair about it.
