The Twist in the Railroads' Pay Time Off Agreement
The railroads went to the non operating crafts first and cut a deal with them. If a carman who inspects and repairs rail cars has to call in sick and doesn't come to work, the train will still run if the engineer or conductor calls in sick. So remember the workers who actually have to be there to operate the trains? I think those are the people who have been just asking for the pay time off. They're the ones who aren't afforded the paid time off.
