The Importance of Grassroots Lobbying

Supporters of the bill have floated about that it's really about grassroots lobbying. If anything is anytime someone tries to persuade others to engage directly with lawmakers on something that is in fact pending. For somebody to be lobbying, something has to be pending. Writing about an elected official after they have done something to criticize them is never lobbying in any form because it's already happened.
