i've heard that a the big problem, but you may, you may put it at the institution level, is that they don't have teachers. So, like a lot of places, the qualification to teach second grade is that you have gone to second grade. And i think that those are kinds of decisions that govern s can influence. Right now the situation is just what you said. You have parents that have two years of education, you have teachers who have two years and so ow we have to get those countries focused on how their development.
