According to Wolf in the Castle of the Otter, this epigraph is by Gertrude von Le For. She might be best known today for writing a novella that became a roundabout source for Francis Poulinx opera dialogues of the Carmelites. This particular quote is from the American edition of Hymns to the Church. And that's almost certainly how Wolf first found it, was reading it in a church or liturgical setting.
