Egalitarianism and Meritocracy

This is the fundamental question to me, at least at the intersection of egalitarianism and meritocracy. And this is actually Agnes Callard's question, where she says we need an aspirational target at the top. So moral worth needs to be for free, but also acquired or acquireable as to inspire people to do it.
