Gandhi's Politics Was Not Sufficient
Gandhian politics reached some of its limits towards the end of Gandhi's life. He tried to use his own body as a kind of instrument or weapon against this violence, and it wasn't enough. The state that was born after Indian independence was, for one to the better word, a Hobbesian state. That is, it conform to the pattern of modern states in having at its disposal extreme instruments of coercion. It fought wars. And embarked on the traditional modern state path of development, industrial production, and economic growth.
