The benefits are pretty centralized, and then really only accrue to the landowners who would be able to build more densely. And i think it ill do it through what is in effect a cosian bargain, where your effectively being able to sell your objection to new housing in exchange for you also getting permission to build more housing. I don't think it will solve the problem by any means, but i think it will get us quite a bit more housing.
