The Controversy of Custom Munitions in Ukraine
Cluster munitions are a family of conventional weapons designed to disperse submunitions over a wide area. They are used to attack large areas where troops may be concentrated or where tanks, other military vehicles are grouped together. 100 countries have signed and ratified the convention that came into force in 2010 but not everyone - such as Russia -- has done so. We've seen many images from Ukraine of these canisters buried in roads, in gardens, even some in children's playgrounds. So I think we just need to be careful before we start starting this moralizing about whether nations should sign this thing...
