Several of the Children Last Seen With Kevin Were Children of Immigrants

Theories arose that one of the foreign children had murdered kevin, but were using to admit to it because their parents had threatened to kill them if they owned up. These children had fled from war torn countries where they'd witnessed all kinds of atrocities. It was clear to police that some of them weren't telling the truth. They just couldn't tell if this was because they genuinely had something to hide, or because they simply didn't want to get into trouble.
