The fronting of ou isn't really phonological. It's not strictly conditioned by some other sound causes the ou to become e. So unless we are specifically talking about this phenomenon we don't worry about it so much to transcribe it. We just transcribe it as the ou, you know, Latin letter u, is ou. But linguists can disagree on a transcription or transcribe it differently depending on their perspective.
