Mister garlett and mister rhine were imprisoned in western australia. Once their sentences were completed, they weren't actually free to go. So why is that? That law is called the high risk, serious offenders act of 20 20. The bill introduces the term 'high risk offender' It allows the government to apply for orders imposing on going restrictions on the liberty of people deemed dangerous.
