Why Does Islam Present Women as Weaker Don't Have Capacity on Decisions, but Some Place Women Are Smarter?

I think they're saying why does Islam present women as weaker and that they don't have the capability to make decisions, but some places women are smarter. I'd rather have a bunch of men fight a war or fight to defend the country than bunch of women. And then there's some jobs that are more tailored towards that a woman would do a better job than a man. So of course, there's places where the woman shines and devaluing a woman is taking her away from that position. Any responses?
