I agree that there's a lot more nuance to it than either case. I'd say fairness is a moral term like goodness or rightness or virtue where you can go and relate one moral concept to another moral concept. It would be like trying to describe what things look like to a person who's been blind their whole life. But this one is much stronger because it really is a separate category of its own.
