The director of public prosecutions is obviously a non-political office in Ireland. In the United States, prosecutors are almost invariably political and elected officials. So when an elected district attorney wants to have a little bit of distance typically from I suppose the allegation that something is a politically motivated charge, he or she will outsource this to a grand jury. Grand juries have been criticized in the past because the standard is so low, that is probable cause to charge somebody with a crime. And that's what's been done here.
