The idea of registering people has been around for many, many years in China. In the late 1950s, the government decided to formalize the registration system into a hookah system. Hookah makes sense because there's information that the government could use to say, allocate resources due to migration. But now all of a sudden, Chinese society had also been relaxed in terms of more mobility.
