What's Happening in Medina?

In Medina, the Prophet ﷺ commanded the Sahaba with the rule of Samyana wa Al-A'ana. He was commanding them, but they were all volunteering. There's no government, there's no enforcement of any kind. It's not all that different from you choosing to come here to pray salat al-Jum'a. You made a choice to come here and nobody can stop you from not coming.
