Is China a Techno Nationalist Ideology?

The Paulson Institute's new report focuses on what it calls a techno nationalist ideology in China. The idea is that technology and national security are intertwined, even though globalization is important for moving up the value out of chain. And therefore, many of the technologies which are critical to economic development should be controlled by Chinese state-owned companies. But this effort comes from a much stronger base than past PRC industrial pushes.
