Catholics - What's the Responsibility of Church Authorities?

How much responsibility do the individual branch dividians have for their situation? Well, they weren't responsible for the horrible deaths they suffered those unforeseeable in terms of what could have been foreseen. We can't know others hearts. That's between them and god. From a catholic point of view, this illustrates the need for church authorities to carefully in state reported revelations.
